They are pretty intrusive. I think it has to do with large companies wanting to sell lawn care products, as well as the agribusiness wanting a monopoly on growing food - can't have everyone growing food in their yards or they wouldn't be able to maintain their hold. Or something. (I'm just babbling, actually - I don't know any of this for a fact. But apparently MD state law supercedes local laws in this regard, and they support wildscaping of yards. So I may contact MD about this.
